How to Create a Fillable PDF for Free

Build professional forms without paying for Adobe Acrobat Pro.

Fillable PDFs are everywhere: job applications, registration forms, intake questionnaires, order forms, and feedback surveys. Creating one used to require Adobe Acrobat Pro, which costs $23 per month. Today you can build fillable PDFs for free using a combination of common tools and a bit of planning.

Method 1: Google Docs to PDF

The simplest approach is to design your form in Google Docs, then convert it to a PDF. Create your document with clear labels for each field: "Name: _______________" and "Date: _______________". Use tables to create structured layouts for things like address blocks or multi-column information. When the layout is ready, go to File, Download, PDF Document.

The resulting PDF will not have interactive form fields, but when the recipient opens it in a signing tool like signpdffree.org, they can place text fields over the blank lines and fill them in digitally. This is the quickest method if you need a basic form without interactive checkboxes or dropdowns.

Method 2: LibreOffice Writer

LibreOffice is a free, open-source office suite that can create true fillable PDF forms. Open LibreOffice Writer and design your form. Then go to View, Toolbars, Form Controls. This toolbar lets you insert text fields, checkboxes, radio buttons, dropdown lists, and date pickers directly into the document.

Position each form control where you want the user to fill in information. Right-click each control to set properties like field name, default value, and maximum character length. When finished, export as PDF by going to File, Export as PDF. In the export dialog, check "Create PDF form" and select the submission format. The resulting PDF has interactive fields that users can fill directly in any PDF reader.

Method 3: Microsoft Word

If you have Microsoft Word (including the free web version), you can create a form and export it as PDF. Go to the Developer tab (enable it in Settings if not visible) and insert content controls: plain text, rich text, checkboxes, date pickers, and drop-down lists. Design the form, then save as PDF.

Note that Word's PDF export does not always preserve interactive form fields. The fields may become flattened in the PDF. If this happens, use the form as a visual template and let signers fill it in using a browser-based tool. For guaranteed interactive fields, LibreOffice is the more reliable free option.

Method 4: Online Form Builders

Several free online tools create fillable PDFs directly in the browser. JotForm, PDFescape, and DocHub offer free tiers that let you add text fields, checkboxes, and signature areas to existing PDFs. Upload a blank PDF template, place the fields using the drag-and-drop editor, and download the fillable version. These tools typically limit the number of forms or fields on free plans, but they work well for occasional use.

Design Tips for Better Forms

Keep the layout simple. Use consistent spacing between fields and clear labels. Left-align labels and place fields to the right of or directly below each label. Avoid cramming too many fields on one page. Users are more likely to complete a form that feels spacious and organized.

Group related fields together. Put all contact information in one section, all payment details in another. Use horizontal lines or subtle shading to separate sections visually. Number the sections if the form is long, so users can track their progress.

Include instructions where needed. If a field requires a specific format, say so: "Date (MM/DD/YYYY)" or "Phone (include area code)." Brief instructions prevent errors and reduce back-and-forth with form recipients.

Adding Signature Fields

Most fillable PDF creators do not include signature capture. For forms that require a signature, add a clearly labeled area at the bottom: "Signature: _______________ Date: _______________". When the recipient opens the PDF in a signing tool, they can draw or type their signature in that space.

Alternatively, upload your fillable PDF to signpdffree.org and add signature fields using the tool's drag-and-drop interface. Then send the link to the recipient. They fill in the form fields and sign in one session, which is more convenient than filling and signing in separate steps.

Testing Your Form

Before sending a fillable PDF to anyone, test it yourself. Open it in multiple PDF readers: Adobe Reader, Preview on Mac, Chrome's built-in viewer, and a mobile PDF app. Check that all fields are clickable, correctly sized, and properly labeled. Fill in every field to make sure nothing is overlapping or misaligned. A few minutes of testing saves hours of confusion from form recipients.

Creating fillable PDFs does not require expensive software. With free tools and a bit of care in design, you can build professional forms that work on any device. Start simple, test thoroughly, and refine based on feedback.
